This is a technique known as rotoscoping. So you're correct, rotoscoping is an animation technique that involves drawing scenes of shaded animation over real life footage to create a smooth and realistic-looking effect. It was pioneered by Max Fleischer and his team back in the 1940s when they made the absolutely gorgeous Superman cartoon from that era using rotoscoping, I highly recommend anybody who's interested in animation to check out that series. Fleischer went on to use the technique for the fluid animation seen in Popeye and the technique was also used before the advent of CG to make iconic effects like the lightsabers in Star Wars.

:Spoilers: To get the *Secret* ending, you gotta kill marshal in the beginning and exit the dungeon without killing anyone else. The game ends with you going off to the sunset and shows a picture of the future you being an exterminator killing rats across the kingdom.
